Exbourne Neighbourhood Plan

2015 News

December 2015 - Questionnaire highlights

Analysis of your completed questionnaires has begun and a number of themes are emerging:

  • Wish to preserve the village’s rural/agricultural character and close community
  • Need to address parking
  • Desire for traffic management on former B3217, particularly around school/Burrow
  • Much loved facilities (shop, pub, garage, school etc.)
  • But hope for Village Hall improvements and playing field access/location and use
  • Importance of heritage, Conservation Area, and green spaces
  • Protection of the environment and use of environmentally-friendly technology
  • Preference for sympathetic well designed smaller developments
  • Need for affordable housing for young

Over the coming months we aim to prepare a draft vision and objectives for the Neighbourhood Plan that are consistent with the messages you have given us.  We will also be working hard at developing strategies and policies around the key themes and issues you have identified.  There will be an opportunity for you to review these ideas and make suggestions or comments in further public consultation events planned for 2016.

Don’t forget if you would like to join the Neighbourhood Plan Group or think you can contribute something towards it then get in touch through the "Contact" link above.

November 2015 - Thank you!

A huge thank you to those who have completed their questionnaires!  Over 90 have been returned which is a great response.  We will now begin to analyse the results with the aim of identifying the key themes and issues you would like the Neighbourhood Plan to cover as well as its vision and aims.  If you have been away, or missed the questionnaire deadline, then don’t worry as there will still be an opportunity to put forward any ideas you have in further public consultation events planned for 2016.

October 2015 - Questionnaire Completion

Well – have you received your questionnaire and have you filled it out?  If you have not yet had a visit and/or a questionnaire then please contact us.  If you have had one and have not filled it out then get cracking!!  Don’t just sit back and think that this has nothing to do with you – you have the chance to influence the development of the place you live in!  We need your opinion - what do you like and what would you change, and your vision of Exbourne through the next decade.

You can drop off your completed questionnaire either in a box in the Red Lion or in the Burrow.  Members of the Parish Council’s Neighbourhood Plan Group will be popping round to collect your questionnaire in the week commencing 5 October unless you have already let them know that you are using one of the drop off boxes.

We need all the questionnaires returned by Monday 12 October so the Group can begin work on a Neighbourhood Plan that is based on your views.  Don’t forget if you would like to join the Group or think you can contribute something towards it then get in touch through the "Contact" link above.

September 2015 - Questionnaire Delivery

Things are stirring in Exbourne!  A small group of residents is helping the Parish Council put together a Neighbourhood Plan.  Why?  Unprecedented development pressure is being placed on the rural areas of England.  You will have seen the changes in Okehampton and surrounding market towns.  Exbourne has been designated a ‘main village’ by the Borough Council in their emerging Strategic Plan and land will be allocated for development.  By putting together our own Neighbourhood Plan we can: –

  • determine our vision for the future of Exbourne and how to achieve it;
  • specify where new development is located and influence its design;
  • identify and protect important local green spaces;
  • say what would enhance Exbourne and the surrounding area; and
  • plan for the future sustainability of our lovely village and ensure it remains an enjoyable place to live.

We are lucky to live in this beautiful area with its unique character and stunning countryside setting, so please get involved and help secure a positive future.

Members of the group will be visiting every household in the Parish of Exbourne with a simple questionnaire in September, and this will be collected after a couple of weeks.  You will have a chance to say what you like about Exbourne and what you would change about it.  If you are interested in helping or joining the Parish Council’s working group, then get in touch through the "Contact" link above or tell us on your questionnaire.

August 2015 - Introducing the Plan and proposed Neighbourhood Area

Neighbourhood Plans provide an opportunity for communities to shape the development and conservation of an area in a form that has statutory weight.  A group of residents has recently volunteered to help produce a Neighbourhood Plan for Exbourne.  Although a Neighbourhood Plan is community led, the Parish Council needs to take the first formal steps in the process of producing it.  This includes deciding on the area to be covered by the Neighbourhood Plan.  It is currently proposed that the Exbourne Parish boundary will define the appropriate Neighbourhood Area, excluding Jacobstowe principally on the basis that West Devon Borough Council’s current draft of its Strategic Plan (‘Our Plan’) does not allocate any "minimum planned requirement" of new dwellings to it.  Your engagement and views are essential for the success of this project and there will be active consultation with the community throughout.  If any members of the communities of Exbourne or Jacobstowe have any comments on the proposed Neighbourhood Area, or would like to volunteer to join the team hoping to co-ordinate the process of producing the Neighbourhood Plan, then please contact the Parish Clerk (clerk@exbounewithjacobstowe.org.uk).
